Promote an inclusive society, focusing on the big public on one hand and on the municipal employees on the other hand (4452 people employed)
Make Luxembourg City a safe space for the LGBTIQ+ community, also at night.
Policy
The City of Luxembourg has a well-established tradition of being an open and tolerant city, committed to the principles of equality and inclusivity on all levels. A delegate for equality has been appointed since 2006, her work including the implementation of the City’s LGBTIQ+ policy since 2021.
As for all the themes around equality, the City of Luxembourg has developed strong long-term partnerships with local organizations active in the City, supporting them financially, in the organizing of actions and in co-constructing the policies and measures with them. This ongoing dialogue makes it possible to ensure the City acts where it is necessary, in concertation with its partners. A consultive commission is also meeting regularly to ensure that public policies are relevant.

The political commitment of the City for minorities and particularly its LGBTIQ+ community has been reaffirmed in the recent years: the City of Luxembourg is an LGBTIQ+ Freedom Zone since 2021. A political motion reconfirmed this commitment in March 2025 et the City Council decided to join the Rainbow City Network at the same date.
Since 2023, the City museums have introduced a queer perspective visit program, for both the big public and the queer public, after asking for an analysis and report from a local LGBTIQ+ research Lab. A meeting with museums of all over the country is planned for 2025 to exchange about this experience and its implementation. The City Theaters plan a special focus on LGBTIQ+ subjects for their 2025/2026 program season.
Since 2023 the City hosts the “Luxembourg Pride Run”, an LGBTIQ+ solidarity run with over 2000 participants.
The City is also supporting data production and focus groups in order to have a solid base for the further development of its public policies and actions.

Short Term
- Joining the RCN
- Co-constructing the upcoming policy with local LGBTIQ+ actors through dialogue and ongoing meetings
- Support the queer family program launched by a local LGBTIQ+ associations
- Launch a professional day around queer perspective in museums hosted by the City museum, inviting other museums in the country
- Continue organizing the Pride Run during the Pride Week
Long Term
- Analyse of the data produced by the observatory Lili and the focus groups of LEFGQ and developing public policies according to its results
- Training of the municipal staff, through specific sessions and the Diversity Fresco – a collaborative intelligence game to understand the causes and consequences of discrimination, organized as workshop sessions1. It ends with a brainstorm about solutions to tackle the issue.
